South Korean President Lee Myung-bak said he wanted a serious discussion with North Korea to promote peace and stability on the Korean peninsula.
President Lee spoke to reporters on Sunday, in an ascent of the mountain to celebrate three years of his reign. He expressed hope that North Korea will not miss the opportunity this year to improve its behavior.
Earlier this month, military officials from both sides met for the first time since tensions over the year, but failed to achieve progress. Seoul refused to perform high-level talks before Pyongyang claimed responsibility for two attacks last year, both of which killed 50 residents of South Korea.
North Korean officials denied associated with the sinking of a warship Cheonan, nor be responsible for an artillery attack against a South Korean island. President Lee also said there would be no further talks until North Korea shows a serious attitude to return to talks on nuclear disarmament.
South Korean media reported Sunday that North Korea is building the tunnel in a nuclear test site. The news raised fears that North Korea is again preparing their nuclear tests.
